Officers and Staff

Dwayne is in his fourth 3-year-term as Business Manager for Sheet Metal Workers’ Local #9. He is active as a member of the S.M.W.I.A. General Executive Council, the Statewide Joint Apprentice Training Committee (J.A.T.C.), the Labor Management Committee, and the Chairman of the Trust Fund Committees with Local #9 (Health Fund, Pension Fund, 401(k) Annuity Fund and Vacation Fund). He is an appointee on  the Tri-County Work Force Investment Board, and a trustee for the  International Scholarship Fund.

Dwayne entered the Sheet Metal Workers' Local #9 Apprenticeship Program in the Fall of 1981 and turned out as a journeyman in May of 1985.

Dwayne has lived his entire life in Colorado. He was born in Wheatridge Colorado and graduated from Wheatridge High School in 1980. He now lives in Arvada with his wife Linda.

Cindy Kirby is a full time Letter Carrier. She serves the National Association of Letter Carriers Branch 47 and the State Association as shop steward, legislative and political liaison, editor and local food drive coordinator. Cindy is the current Vice President of the Denver Area Labor Federation and has been active with the Colorado AFL-CIO as release staff on the Labor 2k and Employee Free Choice Act campaigns. She also chairs the Federal Labor Caucus.

Cindy has a BS degree in Mathematics from Albright College in Reading PA and is currently seeking a second degree from Metro State in Political Science.

Cindy grew up in New Jersey and has lived in Colorado since 1987. She lives with her daughter Nicole and granddaughter Emma. Son-in-law Kyle is in the Air Force.

Before coming to the Colorado AFL-CIO as Executive Director in 2007, Mike served as a Colorado State Representative. He was elected to three two-year terms, from 2003 until October 2007. During this time, he served as the Majority Caucus Chair and sat on many committees. Mike was a member of the House Business Affairs and Labor Committee and served as Vice Chair in 2006.

Mike served as the Secretary-Treasurer and Business Manager for the Hotel and Restaurant Employees Local 14 for 24 years, from 1980 until 2004. During this time, he organized Food and Beverage employees at Pepsi Center and Coors Field into Local 14. He led Citizens Alliance to Stop the Hyatt Handout and coordinated with community groups the grassroots efforts that culminated in a card check/neutrality agreement with the Hyatt Convention Center Hotel. The members of Local 14 at that property recently signed their first union contract with the Hyatt.

Mike has a B.A. in Political Science from University of Colorado at Denver and a J.D. from University of Denver College of Law. He is a member of the Colorado Bar Association Board of Governors, a delegate of the National Conference of Commissioners for Uniform State Laws, and a member of the Denver Crime Prevention and Control Commission.

He has a son and a daughter and is a former coach of youth baseball.
